autopkgtest: don't run shell tests on riscv64 since we don't during build tests

This particular autopkgtest runs 4 tests
(basic, closeWithActiveWindows, headlessStart, and fittsy)
which are the exact 4 tests skipped for riscv64 at build time with
--no-suite shell
